The Guardian reports that Anas Sarwar will step down as Scottish Labour leader to join Andy Burnham's government. He'll be elevated to the House of Lords and take a ministerial post at a revamped Department for Business, Innovation, Science and Trade. Burnham's administration is making its first cost-of-living move by cutting VAT on electricity bills. European Council president António Costa spoke with Burnham, and they agreed to strengthen EU-UK cooperation on Ukraine and other geopolitical challenges facing Europe.
