Texas foster care agency cancels troubled provider’s contract

Texas's Department of Family and Protective Services has canceled the contract of EMPOWER, a foster care provider, according to The Texas Tribune. The cancellation comes four months after DFPS placed EMPOWER into receivership, which was triggered by the deaths of two children in the provider's care and staffing problems.
