Russia's government has ranked fuel delivery priorities in a way that puts civilian gas stations dead last, Meduza reports. The order, set by Deputy Prime Minister Alexander Novak, prioritizes state customers, municipal needs, defense contracts, railways, shipping, and farming—even the occupied regions of Ukraine rank above commercial gas stations. The decision reflects an ongoing fuel crisis triggered by Ukrainian drone strikes on Russian oil refineries since May. Many facilities have been forced to cut or halt production, creating widespread gasoline shortages. Analysts tell Meduza that Russia won't see meaningful production recovery until closer to year's end.
