By owning the facilities outright instead of leasing from a private company, federal officials may now insulate these detention centers from California's state and local health inspections and environmental requirements. The acquisition marks a shift from the administration's earlier plan to build massive mega-detention centers across the country, an approach that largely stalled due to lawsuits and nationwide staffing shortages.
