The Guardian reports Burnham also cut VAT on electricity bills—slashing household costs by an average of forty-five pounds yearly from October, funded by scrapping the government's digital ID scheme. He further reduced the fare cap from three pounds to two pounds per journey, with that funding drawn from converting international climate donations into repayable loans. Burnham framed the moves as his commitment to preserving local high streets and the venues that anchor their communities.
