The British army has cancelled a training exercise in Kenya scheduled for September, after the Kenyan government refused to ratify a bilateral defence agreement. The Guardian reports that while the U.K. sought to renew the existing pact, Kenyan lawmakers demanded changes giving local authorities greater powers to prosecute British soldiers for crimes committed in Kenya. The impasse has stalled the agreement and the exercise.
