Andy Burnham has arrived at Manchester's new No 10 North, marking the first working day of a government hub intended to shift economic decision-making away from London. The Prime Minister is chairing the inaugural national economic council meeting there. The Guardian reports that Burnham has also told Scottish National Party leader John Swinney that Scottish independence is off limits.
