Authorities regularly expel people from poorer waterfront communities, citing urban development as justification. But residents say the land is frequently sold to wealthy developers instead. Now, some of those displaced are pushing back, arguing that what's being called development is actually illegal harassment targeting vulnerable neighborhoods.
