A new fuel refinery is a start. But Australia is still vulnerable to shipping disruptions without a clear strategy

Australia announced plans to study building a major oil refinery in Western Australia—the country's first new refining facility in decades. The move reflects growing concerns about energy security after shipping disruptions in the Middle East, The Conversation Australia reports. But according to the analysis, that's just one small piece of a much larger vulnerability: Australia relies on unrestricted ocean access for ninety-nine percent of its international trade by volume, and critical imports ranging from pharmaceuticals and chemicals to machinery and electrical equipment move through routes that countries like China and Russia are increasingly willing to disrupt. Individual measures like a new refinery will not materially reduce Australia's vulnerability, the author argues, without a comprehensive maritime strategy—similar to Japan's cabinet-level ocean policy office—to coordinate action across industry, shipping, ports, and defense.
