Is a pause enforceable? New paper out!

LessWrong reports on research examining a core question: can the world enforce an international agreement to pause AI development? Researchers identify three challenges: keeping countries committed, controlling computing resources, and detecting secret training. They conclude enforcement probably works if building an advanced AI system requires at least ten thousand H100-equivalent GPUs—below that threshold, countries might hide their work. The paper evaluates eight enforcement proposals and offers frameworks for future AI governance.
