According to The Guardian, Australia's eSafety commissioner Julie Inman Grant says court action against Telegram over alleged failure to remove pro-terror material is very significant. Platforms, she says, may be doing more content moderation, but not to the degree Australian law requires. If Telegram doesn't comply with a court finding, it could face contempt charges.
