At least twenty-four people have died trying to reach the Spanish enclave of Ceuta, The Guardian reports, after more than forty thousand migrants crossed from Morocco within a matter of hours. Some drowned while others were caught in a crush, according to an official cited by the paper, as the sudden influx overwhelmed the city of eighty-five thousand people. The Guardian notes the incident has triggered a political crisis for the Madrid government and drawn criticism from other EU countries.
