According to Monica Duffy Toft, a professor of international politics at Tufts University, a US-Iran ceasefire agreement may have a critical flaw: without automatic penalties for restarting fighting, there's no real deterrent against violation. A strong deal, Toft argues, needs built-in costs that make breaking the peace too expensive.
