Google plans to exempt sanctioned nations from Android developer verification

Ars Technica reports that Google is rolling out Android developer verification next month, requiring developers to verify their identity and pay a fee to release apps on most devices. But there's a problem for developers in US-sanctioned nations: Iran, Cuba, North Korea, and occupied areas of Ukraine. Google's published guidance doesn't explain how it will handle them, leaving that group in limbo.
