He proposes that once such unipolarity occurs, nations should impose a prolonged pause on AI development. But achieving that endpoint safely poses a serious problem—he's skeptical that nine nuclear powers will accept the AI-enforced surveillance and weapons controls needed for a peaceful transition to global stability.
