Australia’s Year 3 numeracy scores have ‘dipped’ – should we be concerned?

Australia's education system is on high alert over Year 3 numeracy scores. The testing authority described this year's results as "clearly concerning," and Education Minister Jason Clare called them a "different story" from the strong performance in older grades. According to The Conversation, the actual decline is remarkably small—just two point seven scale points out of one thousand—and statistically insignificant. The real issue is developmental: Year 3 students are still building foundational math using concrete materials like blocks and counters, while the national NAPLAN test is fully digital. That disconnect means young learners—particularly those taking a computer test for the first time, or with less access to home technology—face a structural disadvantage unrelated to their actual math knowledge. The government has announced a curriculum review due in October. But education research suggests the bigger priority should be addressing persistent inequities: the gaps between urban and remote students, Indigenous and non-Indigenous students, and between boys and girls.
