The administration cites stricter vetting and DOGE-related staff reductions at U.S. Citizenship and Immigration Services. But critics see deliberate strategy. Sarah Pierce, a policy analyst at Third Way, calls it "a form of entrapment," arguing the administration is using delays to make immigrants more vulnerable to deportation. The consequences are documented: people with pending applications arrested at airports in Philadelphia and Denver; unauthorized immigrants arrested at their status-adjustment interviews; refugees detained by ICE while cases process, reversing prior practice. Citizenship processing has doubled from five months to ten months in two years. Cubans seeking permanent residency now wait over twenty-one months, up from six months. One point three million Dreamers have been waiting over six months for work authorization decisions—more than double the figure from two years ago.
