California’s catch-22: Who should pay when utilities’ power lines cause wildfires?

A joint Cal Fire and LA County investigation has taken eighteen months to reach its verdict: the deadly Eaton Fire was sparked by an electrical arc from an out-of-service Southern California Edison transmission tower. The January twenty twenty-five blaze tore through Altadena and the San Gabriel foothills, burning more than fourteen thousand acres, destroying over nine thousand structures, and killing at least nineteen people. As CalMatters columnist Dan Walters notes, the finding lands amid a political fight in Sacramento, where Governor Newsom is pushing lawmakers to limit utilities' financial liability for fires their equipment causes — even as insurers and fire victims' advocates campaign against it. With California's investor-owned utilities effectively state-protected monopolies, any liability costs tend to land on ratepayers already facing some of the nation's highest power bills.
