Axios reports Congress is on track to pass the Lindsey Graham Russia sanctions bill, which would grant President Trump—and his successors—explicit new tariff authority up to one hundred percent on major importers of Russian oil and natural gas. The measure passed a key Senate procedural vote eighty-six to twelve and would let the trade representative set rates largely at its discretion with minimal congressional review. Critics worry the language is broad enough that future administrations could wield this power against any major trading partner, not just Russia—potentially India, China, and the European Union.
