Per a CalMatters guest column by Bill Jones, California's former secretary of state, voters should back Proposition 39 this November. The measure would require in-person voters to present government-issued ID, or mail-in voters to provide the last four digits of their ID. California would issue free ID cards to anyone who needs one. Jones argues that voter confidence requires secure election procedures, and that since thirty-six other states already have voter ID requirements, California could adopt a similar standard and still keep the process open to all eligible voters.
