Budget Battle Erupts in Nation’s Capital Over Opioid Settlement Money

Washington, D.C. is set to tap opioid settlement money to help cover costs it normally pays from its general budget, including part of its Medicaid contribution and funding for addiction treatment centers, according to KFF Health News. The move, sometimes called supplantation, would keep overall treatment spending flat rather than adding new resources, and more than eighty individuals and thirty organizations have signed a letter opposing it. Advocates and the city's own Opioid Abatement Advisory Commission argue the practice violates district law requiring settlement funds to supplement, not replace, existing spending. The district's Department of Behavioral Health maintains its budget was legally approved by the council, and the plan is now in a thirty-day congressional review before taking effect.
