Named after the late Senator Lindsey Graham, the bill targets Russian banks, energy revenues, oligarchs, and the so-called shadow fleet of tankers used to evade sanctions, while extending Iran sanctions through twenty thirty-one. The House move is unusually rapid—happening during August recess—but lawmakers face a potential clash over the bill's tariff provisions, which would give the president authority to impose duties up to one hundred percent on countries continuing to buy Russian energy. Supporters say the economic pressure is essential to force Russia toward negotiations with Ukraine.
