The United Nations estimates that more than sixteen thousand civilians detained by Russia during the war in Ukraine remain held, PBS NewsHour reports, many incommunicado and on grounds that don't comply with international law. The UN is a body whose humanitarian offices regularly track detention and human rights conditions in active conflicts.
