According to Boing Boing, Adams positioned this as retaliation for Pearl Harbor—and remarkably, the President apparently found the idea worth considering. It's a strange footnote in military history: an eccentric dentist nearly convinced President Roosevelt that the secret to winning the war flew on wings.
