Miller assesses that none of Netanyahu's core war objectives have materialized: proxy networks remain intact, ballistic missile capabilities are unrestricted, and neither regime change nor meaningful regime weakening has occurred. The misaligned goals of the two allies mean military operations continue without clear strategic direction.
