Flock—a system that law enforcement uses to track vehicles and investigate crimes through license plate readers and surveillance footage—has become a tool for personal abuse. The documented cases show officers exploiting unrestricted access to monitor specific individuals without lawful justification. The pattern highlights a recurring problem with surveillance technology: systems designed with legitimate law enforcement purposes can easily become instruments of personal abuse when there's insufficient oversight or accountability.
