President Félix Tshisekedi of the Democratic Republic of Congo is calling for a national dialogue to ease tensions, but he's excluding M23 rebels from taking part. France 24 reports the government also plans to suspend eleven public universities in rebel-controlled areas. The dialogue is part of an effort to address the conflict, though the exclusion of the rebels is a clear condition.
