ICE buys the cages, private prison company keeps the keys

According to Boing Boing, the private prison company CoreCivic has sold two of California's largest immigrant detention centers to the federal government for one point five billion dollars. The sale closed on July second, transferring the Otay Mesa Detention Center in San Diego County and the California City Detention Facility in Kern County to the Department of Homeland Security. However, despite selling the facilities, CoreCivic has apparently retained the contract to operate both centers.
