Districts that hired literacy coaches and organized teacher training saw roughly six-point improvements on state reading tests within two years. But progress reveals stubborn gaps: forty-two percent of districts report difficulty hiring qualified coaches, especially in rural areas, and some regions face an ironic twist—teachers are leaving classrooms to become literacy coaches, potentially worsening the teacher shortage even as reading scores rise.
