The problem has been solved before: between two thousand three and twenty ten, homelessness fell by seventy percent through coordinated local support linking housing with health services. Welfare cuts and housing shortages reversed that progress. Burnham's five-year funding could acquire twelve hundred homes and support three thousand people, but researchers emphasize that sustainable change requires multiyear commitments to integrated social support alongside housing — a bigger investment than five years alone can provide.
