Why New Jersey’s erroneous noncitizen enrollment is far from proof of election fraud

New Jersey's governor reported this week that a software error caused six thousand six hundred noncitizens to register to vote, though fewer than four hundred actually cast ballots. Donald Trump and Republican leaders quickly cited the disclosure to amplify a claim Trump had made days earlier: that the Department of Homeland Security identified two hundred seventy-eight thousand noncitizens on voter rolls in New Jersey and three other states. The Guardian's review of DHS letters found the agency expressed less certainty about those figures than Trump claimed and offered no explanation of its methodology. Experts say that incomplete data is designed to create a false argument.
