'Incredibly dire': Nine months into Gaza ceasefire, conditions 'should have improved by now'

Nine months into the Gaza ceasefire, conditions remain, in one aid worker's words, incredibly dire. France 24 spoke with Shaina Low, a communications adviser for the Norwegian Refugee Council's Palestine mission, who argues that even with large-scale hostilities reduced, Gaza is trapped in a state of structural emergency. She says humanitarian groups are stuck delivering short-term relief because of extensive restrictions on aid, construction materials, fuel, and access to operate. As Low frames it, the central problem is no longer just the scale of the destruction, but the inability to reverse it despite the ceasefire being in place.
