Montenegro plans to end visa-free travel for Russians starting in November

Per Meduza, Montenegro has drafted amendments requiring visas for Russian and Belarusian citizens starting November first — a change tied to its bid to join the European Union. Since Russia's invasion of Ukraine in twenty twenty-two, Montenegro has been a destination for Russians fleeing their country and for visa runs: brief border crossings used to maintain legal status in Serbia. The proposal removes one of Europe's last visa-free options for Russians, though the draft has not yet been officially approved.
