A state of emergency is in effect in Tyumen, Russia, after the Tura River burst its banks and flooded neighborhoods across the city and district. Meduza reports that Regional Governor Alexander Moor attributed the surge to unusually heavy rainfall, with June bringing two and a half times the area's average monthly precipitation, pushing the river to eight hundred seventy-seven centimeters against an official flood threshold of eight hundred fifty. Residents have also reported foul-smelling tap water, prompting Russia's consumer watchdog, Rospotrebnadzor, to advise drinking only bottled water. The flood is expected to peak between July twenty-eighth and July thirty-first.
