Russia’s ruling political party has a campaign ‘brand book’ for September. What it doesn’t have is a platform.

Per Meduza, Russia's ruling United Russia party has finalized a campaign brand book for September's parliamentary election with three slogans—"Strength in Unity," "Let's Choose the Worthy," and "United Russia Is the President's Team"—and a design scheme mirroring the Russian flag. But in place of the party's policy platform, the brand book contains only placeholder text and passages from Tolstoy's War and Peace. The actual program won't be adopted until August twenty-second—just weeks before the September eighteenth through twentieth election—because the party says the uncertain security and economic situation makes it risky to commit to policy positions too far in advance. Featured prominently in the campaign's promotional materials are five candidates including Foreign Minister Sergey Lavrov and Children's Rights Commissioner Maria Lvova-Belova, who faces international charges related to child deportation allegations.
