On Wednesday, Russia issued an international wanted notice for Pavel Durov, CEO of Telegram, accusing him of complicity in terrorism. Russian security services allege that Durov failed to remove channels and bots on the messaging platform that they say have been used by Ukraine to recruit people for deadly sabotage operations inside Russia.
