A registered nurse who has run a mobile health clinic outside Newark's Delaney Hall Detention Facility for more than a year says she suffered a concussion, a fractured kneecap, and other injuries after an ICE officer shoved her to the ground during a Memorial Day protest. Norma Bowe, a nurse for more than forty years, told The 19th she was moving to help a woman being dragged by agents when she was pushed face-first onto the concrete. This week she filed a federal claim seeking five hundred thousand dollars in damages, one of fifty-four such claims the ACLU has filed across seventeen states and Washington, D.C. over alleged harms by immigration authorities. As The 19th reports, the claims are a required first step before such cases can become lawsuits, since legal doctrines like qualified immunity have made it difficult to hold federal agents accountable in court.
