Spain sending troops as thousands enter enclave of Ceuta from Morocco

Spain is deploying troops to Ceuta, its enclave on Morocco's coast, after thousands crossed the border in a single chaotic surge. BBC News reports at least fifteen people drowned attempting to swim to Spanish territory during the crossing.
