English regional mayors will soon gain significant new financial powers. The Guardian reports on the government's devolution plan, which starting in twenty twenty-eight gives mayors direct access to income tax receipts instead of central grants — allowing them to borrow for major projects. By next April, they'll also retain tens of millions in business rates and gain control over housing, transport, employment, and vocational training. A key design feature: funds are distributed to ensure regions with slower growth aren't left behind by faster-growing areas like London and Manchester.
