Russians who film Ukrainian attacks and post them on social media are being detained, fined, and forced to apologize on camera

Ukrainian strikes on Russian cities and infrastructure are prompting regional authorities to take increasingly strict measures against citizens who document and share footage online. Meduza reports that residents who post videos of attacks—even in small work chats or friend groups—are being detained, fined, and forced to record public apologies. Several Volgograd residents were brought in by police after filming a missile strike on a military plant that killed two people. One teenager had posted to a Telegram channel with just sixty subscribers; a woman had only shared footage with her work group. Authorities justified the crackdowns by citing security concerns: metadata in videos can reveal impact sites and drone flight paths. The enforcement has expanded rapidly—at least sixty-four Russian regions have adopted filming restrictions, with fines ranging from roughly one thousand to five thousand rubles per person. In Kaluga region alone, authorities have issued over seventy citations for a total of about seven hundred thousand rubles in fines.
