Thousands start returning to Morocco after mass arrivals in Spain's Ceuta

At least thirty-four people have died trying to reach Spain's Ceuta enclave from Morocco, Spanish authorities say. France 24 reports around sixty thousand migrants crossed by land and sea in the past twenty-four hours, prompting officials to push for a national emergency declaration. More than thirty-seven thousand five hundred have since returned to Morocco. Spanish Prime Minister Pedro Sanchez has pointed to criminal networks, though it remains unclear what triggered the surge.
