Spain says Ceuta migrant surge largely reversed as most return to Morocco

Spain says the migrant surge into Ceuta, its enclave on Morocco's coast, has largely reversed, with most of those who crossed on Friday now returning to Morocco. ABC News reports Prime Minister Pedro Sanchez blamed trafficking gangs, as authorities said at least nineteen people were found dead in the water.
