Rescinding Portions of Department of the Treasury Title VI Regulations To Conform More Closely With the Statutory Text and To Implement an Executive Order

Per a new Treasury Department rule, the agency is amending its regulations under Title VI of the Civil Rights Act of 1964 to eliminate what's known as disparate-impact liability—where policies that aren't explicitly discriminatory can still be challenged if they have a disproportionate effect on protected groups. The Treasury says the change aligns the regulations with Title VI's original text, addresses constitutional concerns, and cuts compliance costs. The amendment implements an executive order on restoring equality of opportunity and meritocracy.
