Roughly forty-five thousand of them returned to Morocco within hours after authorities ordered them back, warning that those who stayed could eventually face expulsion. Officials had feared the surge could spark a humanitarian crisis, since Ceuta is a major entry point for migrants trying to reach mainland Europe.
