An anti-corruption inquiry has concluded its investigation into a contentious pay dispute between Victoria's government and firefighters during the Andrews era. ABC News reports the IBAC found that United Firefighters Union boss Peter Marshall had privileged access to government figures, but the probe did not establish any corrupt conduct.
