Kommersant cites network monitoring data showing that just under one-third of mobile internet sessions in Russia's Central Federal District had unrestricted access in July 2026. The remaining traffic was routed through a government-managed whitelist of approved websites. The restrictions hit border regions hardest—nearly ninety percent of connections in areas like Bryansk, Kursk, and Belgorod went through the whitelist—while more remote regions including Magadan and Tyva saw over seventy percent of sessions remain unrestricted. Whitelist-restricted traffic has grown roughly one-third since January.
