Building an open Agentic Internet: readable, discoverable, callable, and payable

Cloudflare is proposing a sweeping vision for how artificial intelligence agents should integrate with the open web. According to the company, billions of bot requests are currently wasted re-fetching pages that have not changed — a signature of a web built for humans being visited by something fundamentally different. AI agents are already here as a new kind of web visitor, changing traffic patterns, but the infrastructure for them to interact safely, discover content, use tools, and pay for resources does not yet exist. Cloudflare's framework, called the Agentic Internet, rests on four pillars: readable, where agents consume Markdown and code instead of full HTML; discoverable, where agents find content through agent-native search; callable, where agents invoke tools directly rather than parsing buttons and forms; and payable, where agents arrive with a wallet and budget. The company is proposing open standards — Web Bot Auth for cryptographic identity, PACT for delegation, WebMCP for tool integration, and x four oh two for payments — to keep this layer open. Without these standards, Cloudflare argues, a handful of platforms could end up owning discovery, identity, and payment for the entire agent-driven web.
