Trump's $100 billion tariff refund skips the people who paid higher prices

On Thursday, Boing Boing reports that the federal government collected one hundred sixty-six billion dollars in tariffs under a law the Supreme Court has determined does not authorize them. The government has since returned one hundred billion dollars, but the refund structure means the money does not reach the people and businesses who actually bore the cost of those tariffs.
