"No escape:" Inside Rubio's Cuba pressure campaign

Secretary of State Marco Rubio is waging an intensive pressure campaign on Cuba, imposing roughly two dozen separate sanctions on foreign entities and officials. Rubio told Axios there are 'no escape valves' — the administration is deliberately cutting off any mechanism Cuba might use to evade sanctions. The campaign intensified after Trump moved against Venezuelan leader Maduro in January, eliminating Cuba's primary oil supplier; U.S. fuel exports to the island have jumped to ninety-six million dollars through mid-year. The administration plans to continue escalating sanctions through the next two and a half years.
