According to the Federal Register, the Federal Motor Carrier Safety Administration is proposing to make English language proficiency for commercial truck drivers an out-of-service violation. The change would standardize enforcement across the industry by aligning federal regulations with uniform standards set by the Commercial Vehicle Safety Alliance. The proposal responds to a petition from the alliance.
